合肥包公祠的全称为“包孝肃公祠”，是祭祀包拯的专祠。“孝肃”二字，是宋仁宗在包公死后赐给他的谥号，以评价肯定包公的忠孝一生。包公祠位于合肥市环城南路东段的一个土墩上，原建筑物始建于明夕治元年(1488年)，可惜在太平天国时期遭受战火毁坏。光绪八年（公元1882年），李鸿章筹白银2800两加以重建，规模依旧，只增添了东西两院。当祠堂落成之时，李鸿章曾写一匾额，不料中心位置已被其兄，时任湖广总督、因母丧居家的李瀚章捷足先登，挂上“色正芒寒”的横匾。李鸿章不好相争，又不愿屈居偏旁，只得另写一篇《重修包孝肃公祠记》刻石于祠后。这块碑文现在已移到享堂正殿左侧。今天看到的祠堂建筑就是清代光绪年间由李鸿章筹银重建的。
